Dr. Raúl Tabarés comprises an area of expertise that combines Digital Skills, Social Media, Social Studies of Science & Technology and Innovation Culture. Raúl achieved his PhD after writing a Doctoral Thesis that mapped out how Web 2.0 phenomenon has influenced the technological development of HTML5 web standard. He also obtained a Master in Social Studies of Science & Technology (University of Salamanca, 2008), a degree in Humanities (University of Salamanca, 2005) and another one in Tourism (University of Cantabria, 2003).
Raúl has published several journal articles, conference papers and book chapters and has been a speaker in different seminars, workshops and events related with his fields of interest. He has provided trainings in different seminars and he has been involved in different international collaborative research projects such as OPENMAKER (Horizon 2020 Framework Program), New HoRRIzon (Horizon 2020), InnoSI (Horizon 2020 Framework Program) or OD&M (Erasmus+ Framework Program). He is also a member of 4S (Society for the Social Studies of Science), EASST (European Association for the Study of Science & Technology) and Red esCTS (Red Española de Estudios Sociales de Ciencia y Tecnología). Nowadays, his research is tightly related with the DIY philosophy, digital culture and Responsible Research & Innovation.

The rising of maker’s movement in recent years has been spoiled by the popularization of open source technologies like 3d printing and many others. The expiration of a set of patents have made possible the emergence of several and different communities that play and tinker with technology. At the same time, these new Sociotechnology based collectivities have its origins in other pre-existing ones such as “Do It Yourself” and “Hackers”. Our goal in this paper is to perform a comprehensive analysis of all these trends reviewing the existing literature and identifying the main features, values and aspirations. Moreover, we argue some policy recommendations in order to maximize the impact of these spaces into the urban sphere trying to boost its potential in education and social innovation.

La emergencia global del movimiento maker constituye uno de los fenómenos más recientes de difusión y apropiación de tecnologías por parte de la sociedad. El vencimiento de varias patentes en los campos de la fabricación digital y de la microelectrónica, junto con un reverdecimiento de la mentalidad DIY (Do It Yourself) y con la popularización de espacios, laboratorios y eventos temáticos por buena parte de la geografía internacional, han ayudado a consolidar una creciente presencia en la sociedad del enfoque conocido como aprender haciendo. En este artículo examinamos cómo ha surgido este movimiento e identificamos los principales valores que inspiran esta filosofía de capacitación de la ciudadanía a través de la tecnología. Así mismo analizamos las oportunidades que plantea este fenómeno para la promoción de una cultura tecnológica en la sociedad y también las contradicciones, mitos y retos que en él se encierran.

This paper attempts to review the development of the Web until 1999, the date when it is published the standard HTML 4.0. In this paper it is also explained the development of HTML
standard, which is currently the primary infrastructure where the World Wide Web is built. During this time we focus on some of the most noteworthy events of this period, we collect the set of institutions that today lead the Web and we outline some of the most significant innovations and the first conflicts of interest that rise up in the paradigm of public and private players and different organizations. Finally, as an appendix we deal with technologies and associations that deserve a separate section of this retrospective and the famous «browser wars» that have had a major impact on the way that today´s companies, standards and business models are commanded.
